The War Powers Act of 1973

The War Powers Act of 1973 On June 3, 2011, Representative Dennis Kucinich (D-Ohio) attempted to invoke the War Powers Act of 1973 and force President Barack Obama to withdraw American forces from NATO intervention efforts in Libya. An alternative resolution floated by House Speaker John Boehner (R-Ohio) scuttled Kucinichs plan and required the president to give further details about U.S. goals and interests in Libya. The congressional wrangling once again highlighted nearly four decades of political controversy over the law. What Is the War Powers Act? The War Powers Act is a reaction to the Vietnam War. Congress passed it in 1973 when the United States withdrew from combat operations in Vietnam after more than a decade. The War Powers Act attempted to correct what Congress and the American public saw as excessive war-making powers in the hands of the president. Congress was also attempting to correct a mistake of its own. In August 1964, after a confrontation between U.S. and North Vietnamese ships in the Gulf of Tonkin, Congress passed the Gulf of Tonkin Resolution giving President Lyndon B. Johnson free rein to conduct the Vietnam War as he saw fit. The rest of the war, under the administrations of Johnson and his successor, Richard Nixon, proceeded under the Gulf of Tonkin Resolution. Congress had virtually no oversight of the war. How the War Powers Act Is Designed to Work The War Powers Act says that a President has the latitude to commit troops to combat zones, but, within 48 hours of doing so he must formally notify Congress and provide his explanation for doing so. If Congress does not agree with the troop commitment, the president must remove them from combat within 60 to 90 days. Controversy Over the War Powers Act President Nixon vetoed the War Powers Act, calling it unconstitutional. He claimed it severely curtailed a presidents duties as commander-in-chief. However, Congress overrode the veto. The United States has been involved in at least 20 actions from wars to rescue missions that have put American forces in harms way. Still, no president has officially cited the War Powers Act when notifying Congress and the public about their decision. That hesitation comes both from Executive Office dislike of the law and from the assumption that, once they cite the Act, they start a timeframe during which Congress must evaluate the presidents decision. However, both George H.W. Bush and George W. Bush sought Congressional approval before going to war in Iraq and Afghanistan. Thus they were complying with the spirit of the law. Congressional Hesitation Congress has traditionally hesitated to invoke the War Powers Act. Congressmen typically fear putting American troops in greater danger during a withdrawal; the implications of abandoning allies; or outright labels of un-Americanism if they invoke the Act.

Espionage: to spy, the gathering of information Espionage is the secret gathering of information on rival countries for military purposes. Espionage can be used in business, military, economic or political decisions however; it is commonly employed government for defensive tactics. Espionage or spying is illegal in many nations however, it gains profits from agencies to protect the secrecy of information that is desired. Espionage is an old ancient craft; it has been used through out history. The Bible’s book of Joshua (The Old Testament) states that the leaders secretly sent out spies to reconnoiter a country. Also the Chinese Military theorist Sun Tzu’s, who wrote a book The Art Of War written in 500 B.C, provides instruction for organizing an espionage system with agents and defectors also known as rebels. Homer a Greek philosopher who wrote â€Å"Illiad† mentions the Egyptians had a well-developed secret service and spying agents. During the middle ages Joan of Arc , the world renown female spy was betrayed by Bishop Pierre Cauchon of Beavais, As a result Sir Francis Walsingham developed an efficient political spy system for Elizabeth I. During the American Revolution, Nathan Hale and Benedict Arnold achieved their fame as spies during the U.S. Civil War. In the United States the CIA or the Central Intelligence Agency is the main agency for gathering secret information and responsible for operations outside the United States. The FBI or Federal Bureau of Investigation has the primary responsibility for counterespionage activities within the United States. Counterespionage is when a country or an organization captures a hostile spy and turns them into a so-called â€Å"double agent† who sends false information to their own organization. It prevents other nations from gaining such information. Under international law, these activities are not illegal, but individual nations have laws against spying. However, spies are not considered with common or uncommon criminals. They are neither sinners nor international lawbreakers. AN ANALYSIS OF HOW MASS MEDIA AFFECTS THE YOUTH Imagine a world without media. Can limiting the amount of media in today's society, decrease the affects it has on the young minds of today or not? Can their minds develop an intellectual way of thinking and behaving under a restricted amount of media? Being so, media everywhere has both negative and positive influence on the youth. This essay will discuss such influences of the media on the youth as well as how they can be addressed. First, the mass media affect young people’s fashion sense.Simply take a glance at the way young people around you dress nowadays, it is probably something they have picked up over the internet or magazines. What they are wearing may look similar to what famous actors or singers have worn recently. When choosing what to wear, most of young people have a tendency to choose what is said or shown to be fashionable by famous people. We cannot deny that the mass media have a great contribution to shaping the young people’s way of thinking. What they watch on TV, radio and what they read in newspaper and magazines affect, without their awareness, a great deal to their thinking.Does what His Majesty the king or the honorable prime minister say on TV mean anything to you? Magazines, television programs, movies and advertising are very well known forms of media and are used constantly in our society to influence young people’s lives. Some people complained that the youth nowadays tends to be lazier and more violent and want to come in for a share of social's product as much as possible.This is simply the result of bad programs shown on the media, incontrollable websites and even the carelessness of parents. To be free from their children, some people allow the children to surf the webs, without noticing that there are plenty of disasters on Internet which the young have little experience to deal with. People, especially teenagers, always have an idol and they tend to follow what their idols do and say no matter these things are good or bad. The negative effects of the media in television, internet and magazines are problems that need to be dealt with promptly. The only solutions that can be given to minimize these problems are parental and school involvement. To address these problems, schools have programs that promote media awareness. These programs would allow teenagers to understand how media has an impact on them socially.Parents also have the ability to enforce media awareness on their children. It is their duty to control and monitor their child's viewing habits. If parents do not influence their children, the media will do it for them. If these problems are not dealt with, young people are going to be less confident, more violent and possible drug abusers. In conclusion, we have absolutely no control over the media. However, we do have the final decision on the path we choose to take. The extent of the power mass media s able to influence us only reaches this far; the rest is really still within our control.
